Article 4 I - The Union will be given the opportunity to be represented at any formal discussion between one or more management representatives and one or more bargaining unit employees concerning any grievance, personnel policy, practice, or condition of employment.

Article 4 H - Any inquiry into an employee's off-duty conduct must be based on an activity which, if verified, would have a nexus to the employee's official position. Employees will not be subjectedd to harassment or frivolous inquiries.

Article 4 G - Employees have the right to freely communicate with a member of the following offices concerning individual personnel matters: Human Resources Office; the EEO Office; a Supervisor or Management official of a higher rank than the employee's immediate supervisor; Health and Safety Office.

Article 2 C - The terms of the contract govern if there is a conflict between provisions of the contract and provisions of Agency orders, policy manuals, directives, etc., regardless of the date of issuance.
